RS refers Private Member's bill on Andhra Pradesh to Lok Sabha

The Rajya Sabha has referred a Private Member's bill on according Special Category status to Andhra Pradesh to Lok Sabha Speaker for taking a final decision whether it is a money bill or not. <br/><br/>Deputy Chairman P J Kurien announced his ruling amidst heated arguments with the government saying it is a money bill. This was countered by opposition. Kapil Sibal of the Congress argued that the bill is related to special status to Andhra Pradesh and has nothing to do with money appropriation.<br/><br/>The House has taken up further consideration on a Private member's bill titled Andhra Pradesh Reorganisation (Amendment), 2015, moved by K V P Ramachandra Rao of the Congress. <br/><br/>Mr Rao argued that the Special Category status does not require any legislation. Earlier, Leader of Opposition Ghulam Nabi Azad alleged that no efforts are being made by the government to fulfil the commitments made to Andhra Pradesh. <br/><br/>Responding to this, Leader of the House and Finance Minister Arun Jitley said, the Centre is committed to fulfil all the commitments it made to Andhra Pradesh. <br/><br/>But, he categorically said, the bill is a money bill as it entails appropriation from the Consolidated Fund of India. This was strongly protested by opposition leaders who accused the government of delaying the implementation.<br/><br/>Earlier, as soon as the House met after lunch, former Prime Minister Manmohan Singh made an appeal to the government to implement the promises and commitments made during UPA regime. <br/><br/>Taking notice of different views from members on the bill, Mr Kurien observed that even Chairman has no powers to decide whether a bill is money bill or not. <br/><br/>Quoting relevant rules, Mr Kurien referred the bill to the Lok Sabha Speaker. Immediately after that, Congress members trooped into the well of the House forcing its adjournment for the day.
