He succeeded SBK Singh, who has been transferred to Mizoram.<br />''<br />''Interacting with media, after assuming office Mr Upadhyaya said that his top priority as the police chief of the state would be to create a secure environment for the citizens and improve police visibility.<br />''<br />''Speaking on the traffic issue in the state capital Itanagar, the DGP said that a specially trained traffic wing will be created to regulate and handle the roads of the city.<br />''<br />''He also said that just after the Independence Day celebration the appointments of staff on the compassionate ground will be completed.<br />''<br />''Mr Upadhyaya is a 1991 batch IPS officer of Arunachal Pradesh, Goa, Mizoram and Union Territories (AGMUT) cadre. Prior to this, he was serving as the Commissioner to the Governor of Arunachal Pradesh.</span><br />
