The All India Congress Committee (AICC) Policy & Planning group led by former Prime Minister Dr Manmohan Singh has favoured dialogue with Kashmir's separatist leadership to resolve the issue of Kashmir so that peace and tranquility could be established in the state of Jammu & Kashmir.<br/> <br/>In an exclusive interview to AIR, former state CM & Leader of Opposition in Rajya Sabha Ghulam Nabi Azad said Modi Govt and PDP BJP coalition government in J&K have responsibility to open dialogue with the stakeholders for resolving issue of Kashmir and other problems. He said, the route of dialogue with the separatists should be kept open. Azad alleged that both central and state govt are shying away from acknowledging the known and identified stakeholders. He urged both the governments to talk to separatists and try to resolve the issue.<br/> <br/>Azad alleged that during past over three years of Modi govt a lot of positive work undertaken by UPA govt in J&K including reopening of trade and travel routes along LoC both in Kashmir & Jammu region, has been unwrapped and shadowed leading to what he described great loss to the State of J&K.<br/> <br/>Former chief minister expressed displeasure over the current law & order situation, increase in militancy, ceasefire violations along LoC, killings of soldiers, common people, injuries to people besides blindness of youths due to pellets and other issues of uncertainty in the State. He said Congress is already clear about article 35 A. Hurriyat leadership did not figure in the list of delegations and groups meeting the AICC Policy & Planning Group.<br/> <br/>The high level Congress panel had an interaction with more than 60 delegations comprising mainstream political parties including National Conference, Awami National Conference, PDF, AIP, DPN, CPIM, civil society groups, business & trade bodies, tour & travel associations, non migrant Kashmiri pandit forum, J&K Press Association Flood Victims, Youth Forum, Women Delegation, some district Bar Associations, Saffron Growers and Hotel & House Boat Association. <br/> <br/>The Group comprising former J&K chief minister & Leader of Opposition in Rajya Sabha Ghulam Nabi Azad and former union minister & General Secretary AICC Ambika Soni, arrived for a two day visit in Srinagar yesterday. Dr Manmohan Singh also addressed Congress Legislature Party (CLP) comprising Congress legislators from both houses of State Legislature.<br/><br/>Various senior leaders and legislators of the Congress Party apprised the visiting leaders about the ground situation and the current affairs in the State especially in the Kashmir valley. They apprised the group about the alleged failures of the Centre and State Govt. The Party alleged that the situation was at its worst during the present regime and the overall security situation and the political atmosphere was vitiated. '<br/><br/>The visiting Group was also informed that the mainstream political forces were also feeling marginalized and suffocated due to the policies and rhetoric of the BJP Govt at the Centre and the alleged failure of the PDP-BJP alliance in the State. '<br/><br/>The Group was constituted in April this year after the situation in the Valley worsened because of widespread violence by civilian agitators following the unprecedented poll boycott during Srinagar Lok Sabha by polls on April 09. The panel completed the first leg of its tour in Jammu on 10 and 11th of this month and also plans to visit Ladakh division later this month.
