Andhra Pradesh Chief Minister K Rosaiah–who also holds finance portfolio–presented yet another tax-free Budget for the year 2010-11 in the Legislative Assembly a short while ago. Presenting the Budget for a record sixteenth time, Rosaiah put the Budget estimates at Rs 1,13,660 crores including a non-plan expenditure of 73, 347 crore. The Budget predicted a revenue surplus of Rs 3548 crore and the fiscal deficit Rs 12, 983 crore. He said that the Government would continue to accord priority in allocations to core sectors such as Irrigation, Agriculture, Housing and social welfare.<br/><br/>Meanwhile, tension prevailed in Hyderabad as hundreds of students tried to reach the Assembly responding to a call given by the Student Joint Action Committe to seize the House. Amidst tight security arrangements, police prevented student rallies at several places in the city. Scores of students including their leaders have been taken into custody. At the Osmania Univerisity Campus, hundreds of students took out a rally and broke the barricade towards the Assembly. However, the police prevented the students to reach the Assembly.<br/><br/>The Assembly was adjourned for a brief period this morning as the Opposition Telugu Desam Party members stalled the proceedings over the crisis faced by the handloom sector.
