Union Minister of State for Railways Mr. K H Muniappa has said that the Railways proposed to mobilize a Special Force to protect passengers and trains from Maoist attacks. He was addressing a press conference in Chennai today. The Minister said the Railway Ministry has sought the assistance of Governments of Maoist infested states like West Bengal, Chhattisgarh and Bihar to set up the force.<br/>The Home Secretary said this year one lakh 50 thousand policemen are being recruited and as per the UN norms 8 lakh policemen are needed for better policing against the sanctioned strength of 3 and half lakh in the country. <br/>Replying to a question on Dantewada where the Maoists struck in a big way killing innocent people and security personnel in two separate attacks, he expressed hope that entire area will be under proper control in a year and half. Talking about Jammu and Kashmir, Mr Pillai said the central para-military forces and army would vacate all school buildings and stadia etc by the end of this year.<br/><br/><br/>In response to a question on Prime Minister's forthcoming visit to the Boarder state, he said the continuation for dialogue process is a paramount importance. <br/><br/>Mr Pillai said that the report of five working groups set up by the Prime Minister are under consideration and quiet diplomacy initiated by the Home Minister is yielding results. <br/><br/>He elaborated that this will help in consolidating the points of view of the groups who are not part of the mainstream politics. The Home Secretary, however, regretted that Pakistan is not happy with this process and infiltration from across the Line of Control continues. <br/><br/>Expressing concern over growing infiltration, he said that Jammu and Kashmir police is now taking lead in dealing with the terrorists’ violence.<br/>Rejecting the demand of greater Nagaland, he said an innovative solution has to be found to the problem. Mr Pillai said the center has assured the Manipur chief minister that the territorial integrity of Manipur will not be compromised.<br/><br/>He said the timing of NSCN (IM) leader Muivah's visit to his native village in Manipur was not right .<br/><br/>On the telephone tapping controversy, he said the ministry is proposing certain amendments to the Telegraph Act. This will pave the way for the surrender of equipment from the private hands used for tapping.<br/><br/>On the security concerns of the Commonwealth Games, he said elaborate security arrangements are in place to deal with any threat.
