Report on Dantewada massacre to be submitted within fortnight

The Home Minister Mr. P Chidambaram on Thursday asserted that the menace of Naxalism will be dealt with resolutely as it poses a grave threat to the internal security and the foundations of democracy in the country. Dismissing the opposition charges, Mr. Chidambaram, while replying the debate on the Dantewada massacre in the Lok Sabha this evening made it clear that the policy to deal with the issue of Naxalism has been prepared in consultation with the affected states after through discussions.<br/>On the proposal put forth by the members to hold an all party meeting to prepare a strategy to deal with the issue, Mr Chidambaram said that it will be decided after consultations with Prime Minister. Mr. Chidambaram accepted that he had tendered resignation after the Dantewada massacre taking the moral responsibility which has been rejected by the Prime Minister. Agreeing with the members' suggestions, he said that one of the pillars of the twin policy to deal with the Naxal menace is to look into the socio economic causes of the problem and the recent massacre should be an eye opener for the political class across the board. Mr. Chidambaram said that state governments have the primary responsibility to fight the Maoist menace and the Centre was ready to assist them.<br/>Making a statement in the Rajya Sabha on the Dantewada massacre in which 76 security personnel were killed, he said that the Central government was ready and willing to assist the state governments and to coordinate inter-state operations. The Home Minister said that Security forces are deployed in areas populated by scheduled tribes and they have number of restrictions. Mr. Chidambaram, while giving details of the Dantewada incident said that three companies had undergone pre-induction training before they were inducted in that area. Making a statement in the Rajya Sabha, the Home Minister noted that the goal of Naxalites was to overthrow the established authority of the government. He asserted that the State has a legitimate right to deploy its security forces to "resist, apprehend and, if necessary, neutralize militants who are determined to strike at the very roots of our nation. The Home Minister said that the call to the CPI (Maoist) for talks was made in the hope of getting their sincere response.<br/>Mr. Chidambaram urged the members not to draw any conclusions on the reasons of the massacre as the Centre has appointed a one-man inquiry committee headed by E N Ram Mohan. It has been asked to submit a report within 25th of this month and he will come back with the report to the Parliament.<br/><br/>AIR correspondent reports that the opposition while participating in the debate in the two houses slammed the government for being divided on tackling naxal violence in the country.<br/>The issue of naxal violence rocked the two Houses of parliament till 2 pm as there were repeated adjournments following demand by the opposition first to suspend question hour to take up the issue and later heated exchanges between treasury and opposition benches on the reasons of naxalism. Though the opposition parties alleged that UPA is divided on the issue of tackling this menace but after the debate it came to fore that the opposition too has different points of view on the issue. The Home Minister in his reply made it clear after a five hour long marathon debate in the Lok Sabha that there is no difference of opinion among the ruling party members though some individuals may have personal opinions. He referred to the resolutions adopted by the Congress party in this regard.<br/>Initiating the debate in the Lok Sabha Mr Yashwant Sinha and in the Rajya Sabha Mr Arun Jaitley referred to the statements made by several Congress leaders and a Union Minister bringing to the fore the difference of opinion in the ruling alliance. They also alleged that the government is not taking concrete and effective steps against the naxals. Leaders of Left, RJD, JDU, SP and BSP while criticizing the government, called for adopting a holistic approach to deal with the issue. Some leaders strongly opposed the present policy being pursued and suggested to adopt a political approach for a long term solution of the problem. The ruling Congrees party members defended central policies blamed Chattisgarh government for being ineffective in controlling the Maoists.<br/>Earlier, the two Houses witnessed several adjournments and uproar on the issue as agitated opposition pressed for the suspension of question hour first and later there were heated exchanges between the treasury and opposition benches. Lok Sabha was adjourned thrice on the issue while Rajya Sabha twice. Earlier both Houses paid tribute to the security personnel killed in the massacre.
