Renowned agriculture scientist M S Swaminathan has said that the Union Budget seeks to address the challenges in monsoon management and agricultural market. <br/><br/>In a statement in Chennai, he has lauded the focus being given for greater use of clean and renewable energy sources, though he has said, the budget does not deal with climate change in relation to farming. <br/><br/>The Bharat Ratna awardee has observed that the budget contains provisions which can insulate farmers from distress sale and poor income. He has welcomed the emphasis placed on Self-Help Group formation, cooperatives and similar organizational methods. <br/><br/>The architect of Green Revolution has lauded the priority being placed in the Budget on rural infrastructure and irrigation, saying they will help impart stability of income and employment. <br/><br/>He has suggested that there should be symbiotic linkages among agriculture, nutrition and health, as malnutrition remains a big issue.
