In Kenya, a referendum on a new constitution is taking place on Wednesday. The document is intended to prevent the kind of violence that followed general election in 2007 when more than a thousand people were killed in dispute over the result. Those in favour of the new constitution argue that for the first time it introduces a sensible approach to land reform by stating that land acquired illegally can be repossessed. But those against it say this will increase ethnic divisions and trigger chaos. Kenya's President Mwai Kibaki has appealed to Kenyans to vote peacefully and in large numbers.
