In Libya, Transitional National Council, the rebels' interim government has started operating in the capital, Tripoli. The Council moved its base from Benghazi, where the revolution to topple Colonel Muammar Gadhafi began months ago. Heavy gun battles were fought in Tripoli on Thursday as Col. Gadhafi used a short audio broadcast to rally his supporters and denounce foreign countries for their involvement in the conflict. Transitional National Council chief, Mahmud Jabril on Friday said they need money in order to pay the salaries of civil servants and maintain services. He was speaking in Istanbul , where he had attended a meeting of diplomats a day earlier focused on the Libyan crisis. On Thursday, the United States said it will soon release 1.5 billion dollars in frozen Libyan assets to the country's opposition-run council for urgent humanitarian aid. Meanwhile, the Arab League has said that it considers Libya’s rebel National Transitional Council (NTC) as the legitimate representative of the Libyan people and time has come for Libya to return to its permanent seat on the League's council. The League's Secretary General Nabil Elaraby told reporters in Cairo that the NTC will be the legitimate representative of the Libyan state in the meeting of Arab League to be held in Cairo on Saturday. The Arab League suspended Libya's membership in February this year after Muammar Gaddafi's forces launched a crackdown to try to stop the uprising spreading in the east of the country. Several Arab governments have said this week that they recognise the National Transitional Council (NTC) as rebels pushed Gaddafi loyalists into their remaining strongholds in Tripoli.
