The West Bengal Assembly has decided to constitute a 15-member committee on re-introduction of the legislative council in the state. The Committee will submit its report to the House within six weeks. Taking part in an official resolution on the issue, the Chief Minister Ms. Mamata Banerjee proposed the setting up of a committee under the Chairmanship of the Speaker of the House Mr. Biman Banerjee following apprehension of opposition members as the system will a burden on the state exchequer. Ms. Banerjee said that her government intends to bring back legislative council in the state with an aim to give representation of the down trodden people of the society like rickshaw pullers, labourers as well as distinguished persons of different fields to strengthen democracy. Criticising the resolution, the opposition leader Dr. Surya Kanta Misra said that restarting of legislative council will enhance the state expenditure and the state assembly has also no infrastructure for such an establishment. Mr. Misra suggested that the Chief Minister may set up an advisory council on the same lines of the Prime Minister. He said that the legislative council was dissolved after a consensus resolution adopted in the house in 1969 and there is no reason to bring back it. Earlier, the state Parliamentary Affairs Minister, Mr. Partho Chatterjee moved the official resolution in the house under article 169 of the constitution.
