The Reserve Bank has called for greater focus on state finances. A study of the Bank taken up as part of fiscal transparency initiatives says, structural issues confronting state finances should be looked in to. This should be done particularly for those states that could not undertake rule-based fiscal corrections prior to the crisis years of 2008-09 and 2009-10.The study also highlighted several issues of significance and concern for the state governments. It sys, although all the states except Goa have amended their fiscal responsibility and budget management Acts , most of them do not include provisions for additional disclosures for transparent assessment of state finances.Concerned with financial losses of state power sectors, RBI study emphasised on the revision of power tariffs of the states to tackle debt liabilities
