The US President, Barack Obama, has described the ratification of a nuclear arms reduction treaty with Russia as a top priority. He urged the Senate to vote on the treaty before Congress breaks up for the year. The President is concerned in this regard as the Democratic Party's majority in the Senate will be smaller next year after Republican wins in the mid-term elections, it will be harder then to win the vote. He said it was a matter of national security.
