Rajya Sabha passes three bills without discussion

Parliament today passed the Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts Bill , the Arbitration and Conciliation (Amendment) Bill and Atomic Energy (Amendment) Bill. The bills were passed by the Rajya Sabha without discussion. They were passed by the Lok Sabha earlier.

The Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts Bill enables the creation of commercial divisions in High courts and commercial courts at the district level.

It also proposes to set up Commercial Appellate Divisions in all High courts to hear appeals against the orders of commercial divisions of High Courts, commercial courts and appeals arising from arbitration matters that are filed before the High courts.

Under the amendments to the Arbitration and Conciliation Act, an arbitrator will have to settle a case within 18 months. After the completion of 12 months, certain restrictions will be put in place to ensure that the arbitration case does not linger on. The Atomic Energy (Amendment) Bill empowers the central government to produce, develop, control, and use atomic energy. During the passage of the Bills, the Left Parties walked out from the House protesting against the passage without discussion.
