Rajya Sabha today passed the International Financial Services Centers Authority Bill, 2019.<br />'' <br />'' Lok Sabha has already approved the Bill.<br />'' <br />'' The Bill aims at establishing a unified authority to develop and regulate the financial services market in the International Financial Services Centers in India.<br />'' <br />'' Presently, multiple agencies are entrusted with regulating the specific market including the RBI, SEBI, IRDA and PFRDA.<br />'' <br />'' Replying to a brief discussion on the Bill, Finance Minister, Nirmala Sitharaman said, the Bill seeks to establish an authority to develop and regulate the financial market in the International Financial Service Centres, in the country.<br />'' <br />'' She said, the first IFSC in India was set up at Gujarat International Finance Tec-City in Gandhinagar. The Minister said, the unified authority will act as a single-window for regulating various financial activities in the IFSC.<br />'' <br />'' She said, IFSC has become the major hub for the financial services. She said, two major stock exchanges BSE and NSE are functioning from the IFSC and daily volume has crossed four billion dollar.<br />'' <br />'' She further said, 13 international banking units are doing the 24 billion dollar transaction and over 100 licensed brokers and 19 companies related to the Insurance sector are functioning from here.<br />'' <br />'' The Minister said, over ten thousand people have been given employment in the Centre. She said, the proposed authority will be subject to the scrutiny of the CAG and the rule of the land.<br />'' <br />'' She asserted that the IFSCs are not necessarily restricted to the Gujarat International Finance Tec-City, known as the GIFT city in Gujarat alone.<br />''<br />'' She said, due to the farsightedness of Prime Minister Narendra Modi, this centre is coming into existence. Several members including Jairam Rames of Congress, Amar Patnaik of BJD, Santanu Sen of TMC and Husain Dalwai of Congress and A. Navaneethakrishnan of AIADMK participated in the discussion.<br />'' <br />'' Rajya Sabha also passed the Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2019.<br />'' <br />'' The bill aims to modify the list of the Scheduled Tribes in the state of Karnataka by including some communities in it. The bill was passed after a brief discussion.<br />'' <br />'' Replying to the discussion, Minister of State for Tribal Affairs Renuka Singh said, after their inclusion in ST list they will get the benefit of Central and State government scheme.<br />'' <br />'' B K Hariprasad of Congress, Vishambhar Prasad of Samajwadi Party, Bhaskar Rao Nekkanti of BJD and Banda Prakash of TRS among others participated in the discussion.
