The Rajya Sabha Chairman M Venkiah Naidu today said debates and discussions should be the main part of the proceedings of the House and not disruptions. In his thanks-giving speech after resuming the charge, Mr Naidu assured the members that he will try his best to give opportunity to each and every member saying that government proposes, the opposition opposes and the House disposes.<br/><br/>He urged the members to utilize the time in an effective manner saying that there is a growing resentment about the functioning of the House outside Parliament. He asked the members to keep in mind the poorest of the poor saying that the fruits of the development should reach the bottom.<br/><br/>Mr Naidu has a suggestion to media that it should report constructive debates of the house rather than going for sensationalism and negativism. The New Chairman also said that he is now above party politics and will be an all-party man. On members' suggestion that the House should maintain the tradition of not passing the bills in din, Mr Naidu said they should also try not to allow such a situation to take place.<br/><br/>Earlier, the House welcomed its new Chairman M Venkiah Naidu, who took over the charge today. Congratulating him, Prime Minister Narendra Modi said Mr Naidu has arisen from grass root and will lead Indian polity to greater heights. He said Mr. Naidu, who was born into a farmer's family in independent India, has come to hold high office from his long experience in Parliament.<br/><br/>Mr Modi also recalled Mr Naidu's active participation in students' movement and the nation-wide agitation led by Jaya Prakash Narain. The Prime Minister said the concept of Pradhan Mantri Gram Sadak Yojana was Mr Naidu's initiative. Mr Modi added that it is because of the Constitution, the country got such type of personalities.<br/><br/>Leader of Opposition Ghulam Nabi Azad said the selection of Mr Naidu as Chairman is the victory of country's democracy and the Constitution. He recalled that Mr Naidu was very much active in public life since his student days.<br/><br/>Mr Azad reminded that the tradition of not passing any bill during din, should be followed. Ramgopal Yadav of the Samajwadi Party also lauded Mr Naidu's long experience in public life. Navneetha Krishnan of AIADMK said Mr Naidu has ability to connect the people of every region of the country.<br/><br/>Derek O Brien of TMC expressed the hope that the new Chairman will not allow the passage of any bill in din. Deputy Chairman P J Kurien, Leader of House Arun Jaitley and others also expressed their views while welcoming the new Chairman.
