The Rajya Sabha was adjourned twice till noon as Congress members trooped into the well of the House protesting against the government. The agitating members shouted slogans against Prime Minister Narendra Modi. This is for the third day today, the National Herald newspaper issue is being raised by the Congress. As noisy scenes continued, Deputy Chairman Prof. P J Kurien adjourned the House till 1130 hours.<br/><br/> When the House reassembled at 1130 hour, several ministers including Communication minister Ravi Shankar Prasad informed the Chair that the government is ready for discussion on any matter. He said the agitating members are running away from debate. Deputy Chairman Prof. P J Kurien adjourned the House till noon as uproar continued.<br/><br/>Earlier, when the House met for the day, Chairman Mohammed Hamid Ansari made a reference regarding anniversary of Universal Declaration of Human Rights. He said the 10th of December marks the celebration the world over as Human Rights Day. He said this year, the day is devoted to the launch of a year-long campaign for the 50th Anniversary of the two International Covenants on Human Rights, one on Economic, Social and Cultural Rights and the other on Civil and Political Rights, which were adopted by the United Nations General Assembly in 1966. Mr Ansari said India has an abiding commitment towards the protection and promotion of human rights.<br/><br/>
