The Rajya Sabha was adjourned twice till noon today as Congress members stalled the proceedings on the National Herald issue. Amid noisy scenes, the House has referred the Prevention of Corruption (Amendment) Bill, 2013 to a 23-member Select Committee of the Upper House. <br/><br/>Minister of State in Prime Minister's Office Jitendra Singh moved the motion, which was adopted by voice vote. Announcing this, Deputy Chairman Prof. P J Kurien said the Committee will report to the House by the last day of the first week of the next session. <br/><br/>The House has been witnessing frequent adjournments for the fourth day today. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi observed that the opposition Congress members are not simply shouting, they are howling, which is not a Parliamentary practice. Before adjourning House till Noon, Prof. Kurien disapproved of the behavior of the agitating members.
