The Rajya Sabha today witnessed a peculiar situation with Opposition Congress insisting to take up Private member business, which is taken up on Fridays. <br/><br/>When the House met at 2 PM after lunch, Anand Sharma of Congress said, the Andhra Pradesh Reorganization Bill, which could not be taken up on last Friday due to din in the House should be taken up today. <br/><br/>He accused the treasury benches of deliberately disturbing the House on that day so that the bill could not be taken up. He said, his party wants Andhra Pradesh matter should be discussed today and a categorical assurance from the government to implement the special package for Andhra Pradesh which was approved by the Union Cabinet. <br/><br/>Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi, quoting rules, said the government has no objection to the Private Members business but it can be held only on Friday. He said, the House should function and it should take up the listed business.<br/><br/>Madhusudan Mistry of the Congress said, the House rules permit shifting the private members' business to any other day. Naresh Agarwal of the Samajwadi Party wanted the Chairman to relax the rules. Deputy Chairman P J Kurien ruled that private members bill cannot be taken up today as the process requires consultation between the Chairman and the Leader of the House. <br/><br/>He also said the shifting is meant for entire business of the day but not one particular item. Mr Kurien told the agitating Congress members, who were in the well, not to dictate their will to the House. However, the din continued forcing the Chair to adjourn the House for two brief spells upto 3 PM and later for the day. The issue was also raised by congress members in the morning when the House met for the day. <br/><br/>
