Congress members stalled the proceedings of the Rajya Sabha today over the issue of government formation in Goa and Manipur. The House witnessed three adjournments in the pre-lunch session, and two in the post lunch session, finally adjourning it till tomorrow. Both the Congress and the NDA members raised slogans and counter-slogans, blaming each other on the issue. <br/><br/>When the house reassembled post lunch, Gulam Nabi Azad of the Congress alleged, the Governors of Goa and Manipur have flagrantly violated the laid down principles of democracy by denying the Congress its opportunity to form the government in both the states as it is the single largest party. The Leader of the House and Finance Minister Arun Jaitley denied charges of violating democratic principles or logic and said Goa and Manipur Governors have acted well within the established norms. He said, Governors have gone in favour of a coalition with the majority MLAs. <br/><br/>This led the Congress members to rush to the well of the house raising slogans. The Deputy Chairman PJ Kurien offered to have a discussion on the issue and asked the agitating members to go back to their seats. However, as the Congress members were not relenting, he adjourned the House till 3 pm. As there was no improvement in the situation, Deputy Chairman adjourned the House till tomorrow.
