Rajya Sabha adjourned for the day

The Rajya Sabha has been adjourned for the day. Now, the House will assemble tomorrow, one hour after the conclusion of the presentation of the General Budget in the Lok Sabha. Earlier, the Upper House took up special mentions where several members raised issues related to public importance.  The House also took up the Question Hour and the Zero Hour.  When the House met for the day in the morning, on the first day of the Budget session, Chairman Jagdeep Dhankhar urged the members to uphold the principles of discussion and debate, fostering an environment conducive to robust Parliamentary discourse and setting an example before the nation. He also asked them to act together for the welfare of the people. Later, he rejected the adjournment notices moved by the Congress, Left, TMC, and others over the issue of the UP government’s reported order asking shops on Kawar Yatra routes to display the names of their owner and staff as well as the UPSC fake certificate issue.

Rajya Sabha adjourned for the day

The proceedings of the Rajya Sabha was again disrupted today following opposition parties' uproar on the issue of suspension of 12 members from the Winter Session of Parliament. The House witnessed two adjournments before it was finally adjourned for the day.<br />''When the House reassembled at 3 PM after the second adjournment, Parliamentary Affairs Minister Pralhad Joshi said that the government does not want to pass the bills in din but first the members who have been suspended should apologise for their unruly conduct and then the government is ready to consider the revocation of their suspension. <br />''<br />''To this, opposition members from Congress, TMC, AAP and Shiv Sena trooped into the well and started sloganeering. Amid the sloganeering, Union Health Minister moved the Assisted Reproductive Technology ( Regulation) Bill, 2021 and The Surrogacy ( Regulation) Bill, 2020 in the House. The Assisted Reproductive Technology ( Regulation) Bill, 2021 provides for the regulation and supervision of the assisted reproductive technology clinics and the assisted reproductive technology banks. The Legislation also envisages prevention of misuse, safe and ethical practice of assisted reproductive technology services for addressing the issues of reproductive health where assisted reproductive technology is required for becoming a parent or for freezing gametes, embryos, embryonic tissues for further use due to infertility, disease or social or medical concerns.<br />''<br />''The Surrogacy ( Regulation) Bill,2020 aims at constituting the National Surrogacy Board, State Surrogacy Boards and appointment of appropriate authorities for regulation of the practice and process of surrogacy. Amid the din, both the bills were taken up for consideration and passing together. Dr Mandaviya said that both these bills are complementary to each other and recommendation of the Select Committee related to the Surrogacy ( Regulation) Bill has also been incorporated.  <br />''<br />''Participating in the discussion, Mamata Mohanta of BJD supported the Bills saying that the government has brought strong bills to ensure the rights of women. Due to the pandemonium, the Chair adjourned the House for the day. The Rajya Sabha today witnessed noisy scenes over Rafale aircraft deal and Cauvery issue before adjourning for the day. Chairman Venkaiah Naidu adjourned the House within ten minutes after it met for the day.<br />''<br />''Congress and BJP MPs exchanged heated arguments on Rafale while AIADMK and DMK members surged into the well holding placards in support of their demand for a permanent solution to the Cauvery water dispute between Tamil Nadu and Karnataka.<br />''<br />''The Chairman gave a ruling that Minister of State for Parliamentary Affairs Vijay Goel had not mentioned Congress President Rahul Gandhi's name while referring to Rafale issue in the House on Tuesday.<br />''<br />''Anand Sharma of Congress had alleged that Mr Goel took Rahul Gandhi's name. Rajya Sabha adjourned for the day

The Rajya Sabha was adjourned for the day today after making obituary references to a sitting member, Haji Abdul Salam and four former members of the House. They included former Lok Sabha Speaker Rabi Ray. <br/><br/>When the House met for the second part of the Budget session, Chairman Hamid Ansari mentioned the passing away of Salam on February 28 at the age of 69 years. Salam represented Manipur in the Upper House since April 2014.<br/><br/>Mr Ansari also referred to the passing away of former members Puttapaga Radhakrishna, P Shiv Shanker, Syed Shahabuddin and Rabi Ray who was also a member of the Upper House.<br/><br/>Shahabuddin, who passed away on the 4th of this month at the age of 81 years, represented Bihar in Rajya Sabha from July 1979 to April 1984. A writer and ideologue, he was known for his strong belief in the federal structure of India, Mr Ansari said.<br/><br/>Ray passed away on the 6th of March at the age of 90 years. He represented Odisha in the Upper House form April 1974 to April 1980. Radhakrishna, an advocate by profession, represented Andhra Pradesh in Rajya Sabha from April 1984 to April 1990. Shiv Shanker represented Gujarat in the Upper House from May 1985 to August 1987 and from August 1987 to August 1993.
