The proceedings of the Rajya Sabha was again disrupted today following opposition parties' uproar on the issue of suspension of 12 members from the Winter Session of Parliament. The Assisted Reproductive Technology ( Regulation) Bill, 2021 provides for the regulation and supervision of the assisted reproductive technology clinics and the assisted reproductive technology banks. The Legislation also envisages prevention of misuse, safe and ethical practice of assisted reproductive technology services for addressing the issues of reproductive health where assisted reproductive technology is required for becoming a parent or for freezing gametes, embryos, embryonic tissues for further use due to infertility, disease or social or medical concerns.<br />''<br />''The Surrogacy ( Regulation) Bill,2020 aims at constituting the National Surrogacy Board, State Surrogacy Boards and appointment of appropriate authorities for regulation of the practice and process of surrogacy. As Dr Mandaviya rose to move these Bills, the Opposition members raised the issue of suspension of 12 members and demanded the Chair to allow the Leader of Opposition Mallikarjun Kharge to speak.&nbsp;<br />''<br />''<br />''When the Deputy Chairman asked Mr Kharge to speak, he again raised the issue of suspension of members, but the Chair objected to him saying that he can speak on the listed business.
