The Rajya Sabha was adjourned for the second time till 3 PM today amid opposition allegations that the conduct of the House was not in accordance with rules, regulations, procedures and conventions. <br/><br/>As the House re-assembled at 2 PM after its first adjournment, Leader of Opposition Ghulam Nabi Azad said that it was the intention of the opposition that the House should run smoothly whether it is Zero Hour or Question Hour. <br/><br/>He said any Chairperson, whether small or big, should ensure the smooth functioning of the House as per rules and not whims. Responding to this, Deputy Chairman Prof. P J Kurien said nothing would go on record against the Chair. At the same time, he suggested that the agitating members could meet the Chairman in his chamber and sort out the issue. Naresh Agrawal of the Samajwadi Party said that they had full faith in the Chairman. <br/><br/>Derek O Brien of TMC pleaded with Prof. Kurien to allow leaders of all political groups in the House to express their views on the issue, which was rejected by the Chair. Later, Mr Azad said that the opposition is boycotting the proceedings of the House for the rest of the day alleging that their voices are muzzled both inside and outside the House. As the noisy scenes continued, Prof. Kurien adjourned the House till 3 PM.<br/> <br/>Earlier, when the House met for the day, Chairman M Venkaiah Naidu said that he had rejected the notices given by Trinamool Congress, Telugu Desam Party, Shiromani Akali Dal. He, however, asked them to give fresh notices. <br/><br/>When Derek O" Brien of the TMC was seen displaying a paper, Mr Naidu asked him not to do so and also not to mention the Governor. There was instant uproar by opposition parties forcing the adjournment of the House within minutes after it met.
