The Rajya Sabha was adjourned briefly till 11-30 am today following uproar over the government formation in Goa and Manipur. Congress member Anand Sharma, who raised the issue in the House, said the BJP has defied the judgments of two Constitutional Benches of the Supreme Court that have mandated Governors to invite the leader of the single largest party first to form the government in case no party gets a clear majority. <br/><br/>He said in Goa and Manipur, the Congress that emerged as the single largest party should have been given the first opportunity to form the government, adding the denial of the right is against democratic principles.<br/><br/>However, Minister of State for Parliamentary Affairs and Minority Affairs Mukhtar Abbas Naqvi said the Governors of both the states have acted only in accordance with the Constitutional provisions. He said the Congress is not gracious enough to accept the people's mandate.<br/><br/>The Congress members rushed to the well of the house raising slogans leading to the adjournment of the House briefly.
