BJP President Rajnath Singh has alleged that Congress vice-president Rahul Gandhi lack proper political understanding. Addressing a rally at Aurangabad, Bihar today he said the Congress leader speaks without doing proper homework. Singh blamed the centre for the delay in executing water reservoir project on river Koel and Hariyahi Dam for providing irrigation facilities to farmers.
