The Panchayat Association of Punjab has blamed the bureaucracy and politicians for lack of will power in properly implementing the Mahatma Gandhi National Rural Employment Gurantee Scheme in the state. The Association has alleged that Punjab Govt. has failed to send projects under the scheme to the Centre for getting more funds for generating employment in the state.
Addressing a press conference in Jalandhar, today, the President of the Association, Sukhdev Singh along with other office bearers revealed that Punjab has received Rs. 204 crore from the Centre under this scheme for the year 2009-10. Out of the amount, the state govt. has spent just Rs. 148 crore for providing 100 days’ employment to just 7634 families in all out of a total of 6.50 lakh job cards prepared in the said financial year.
He claimed that no labourer, whose name exists in the job cards but has not been provided employment by the state govt., has been given un-employment allowance as is required under the scheme.
The Association has demanded from the Centre to make a provision to provide MNREGA funds directly to Panchayats through state govt. without any interference of bureaucrats and politicians. A monitoring authority could also be appointed for monitoring the funds to maintain transparency. This would help in providing corruption free employment to the unemployed
