In Punjab, the Minister for Women & Child Development and Social Security, Prof. Laxmi Kanta Chawla has blamed the Punjab Police for giving a hardcore criminal like treatment to some of the children before sending them to observation homes in the state. She has alleged that some of those children who had been nabbed by the police for petty crimes had been given electricity shocks and had been hanged upside down to take their statements about crime committed by them. In a case of theft, two minors were also made accused by the police along with their father and had been sent to observation homes.
