Bihar Chief Minister Nitish Kumar said the proposed National Counter Terrorism Centre, NCTC is an attempt to encroach upon the rights of the state governments in a federal structure.
However, He said the state government is with the Centre on the issue of tackling terrorism.
Mr. Kumar said he would strongly oppose the proposed NCTC in its present form at the meeting of Chief Ministers to be chaired by Prime Minister Manmohan Singh in New Delhi. He said the NCTC required certain modifications.
