The government is proposing to create a Civil Aviation Authority (CAA) to replace the Directorate General of Civil Aviation (DGCA). This information was given in a written reply in the Rajya Sabha today by the Civil Aviation Minister Ajit Singh. He said the proposed authority will have adequate financial and administrative powers to meet functional requirements of an effective safety oversight system including consumer protection and environmental issues. The Minister said the proposed CAA will be able to overcome the constraints presently faced by the DGCA in terms of recruitment and retention of technical manpower and inability to quickly address operational issues due to lack of adequate administrative and financial authority. Mr Singh said the CAA will be created through an Act of Parliament.
