The Opposition stalled proceedings in both the Houses of Parliament on the issue of price rise for the second day today.The Lok Sabha was adjourned this afternoon after Speaker Mrs. Meira Kumar rejected the Opposition demand to hold a discussion on the issue under a rule which entails voting. Mrs. Meira Kumar asked the Opposition to explain the reasons why the issue should be taken up through an adjournment motion.While the Opposition BJP led by its leader Mrs. Sushma Swaraj maintains that the issue is fit case to be taken up under a rule which provides for voting as entire Opposition is keen to censure the Government on the price rise issue. She was joined by other Opposition members from JDU, RJD, Shiv Sena, SP, Left Parties, TDP, BJD, AIADMK and BSP. In their pleas the leaders of these parties strongly criticised the government for what they called its failure to address the issue of rising prices of essential commodities.Earlier, rejecting the Opposition demand, the Leader of the House, Mr. Pranab Mukherjee asserted, while quoting from the rule book that such a discussion can be taken up only when government fails to discharge its duties.Mr. Mukherjee explained the rationale behind the recent hike in the petroleum prices and cited the figures showing that the rate of inflation has come down. He admitted that the hike in petroleum products had some impact on the inflation and said government is taking all possible measures to arrest inflation.Mr. Mukherjee said that the government is ready to take up the price rise issue for discussion. In their pleas, the members of the ruling alliance while supporting the government, charged the Opposition with moving the adjournment motion to destabilise the government.The Rajya Sabha was first adjourned till Noon and later for the day following noisy scenes with the opposition pressing for a discussion on the issue under a rule which provides for voting.Meanwhile, the CPI today termed the decision of Lok Sabha Speaker for rejecting the adjournment motion on the issue of price rise as unfortunate. Talking to reporters outside the Parliament, the CPI leader, Mr. Gurudas Dasgupta said that the government is not concerned with the price rise and Left parties will statge a dharna tomorrow in front of the Parliament.The BJP today described as unfortunate the ruling of the Lok Sabha Speaker, Mrs Meira Kumar on the opposition notices for adjournment motion on the price rise. Talking to reporters in New Delhi, Party spokesman, Mr. Gopinath Munde said his party will again raise the issue in the house tomorrow more vigorously. He said all opposition parties are united on the price rise issue. Congress today expressed hope that proceedings in the Lok Sabha will go on smoothly from tomorrow, after the Speaker, Meira Kumar dismissed the Opposition's proposal of an adjournment motion on price rise today. Briefing media in New Delhi, party spokesman, Manish Tiwari said that the NDA had increased the petroleum prices by a much higher level when they were in power. He explained that the prices had been hiked keeping in view various economic factors.
