Proceedings in both Houses of Parliament remained stalled for fourth consecutive day Friday, as Congress insisted on its resignation demand of External Affairs Minister and Chief Ministers of Rajasthan, Madhya Pradesh on Lalit Modi and Vyapam issues.<br/><br/>Both Houses could not transact any significant business and were adjourned till Monday.
