President Mr.Pranab Mukherjee today regretted that the time devoted by legislators in law making is declining. He said that it is not good for democracy. Addressing the members of Karnataka legislative Assembly and Council in Belgaum today, the President suggested that Legislature must meet frequently at least 20 to 25 weeks in a year. He expressed sadness over the recent trends where the legitimate functioning of the Legislative bodies is jeopardized.
Pranab Mukherjee suggested that Legislatures must be responsible and responsive to the huge task entrusted to them by the Constitution to keep the wheels of our democratic functioning moving smoothly. Mr. Mukherjee said that the cardinal principle of effective functioning of Parliamentary system is ‘majority will rule and minority will oppose, expose and if possible, depose’. But this should be done within the framework of rules framed by Legislatures themselves. Disruption should never be allowed to be used as an effective Parliamentary intervention. He advised that Legislators should act as exemplary models of good conduct and responsible behaviour.
The President inaugurated second Secretariat building built at a cost of 391 crore rupees.
