Prevention of torture bill lapsed due to dissolution of 15th Lok Sabha: Govt

The government told the Rajya Sabha today that the prevention of torture bill 2010 has lapsed due to dissolution of the 15th Lok Sabha in May 2014. Replying to supplementaries Haribhai Parathibhai Chaudhary said a proposal to suitably amend some sections of the Indian Penal Code is under examination. He said the draft bill is ready. He said, under the Seventh Schedule of the Constitution, police and public order are state subjects. <br/><br/>The minister said, the state governments are primarily responsible for prevention, registration, detection and investigation of crime and prosecution of the perpetrators of crime within their jurisdiction, including those causing custodial torture leading to deaths. The minister said, the National Human Rights Commission have issued guidelines from time to time to be followed by the law enforcing agencies in cases of custodial deaths.
