Lok Sabha Speaker Om Birla has informed that the Presiding Officers Conference to be held in Shimla from October 26 to 28th will discuss the diminishing standard of discipline, decorum and decency in our legislatures. The Conference will be attended by the Presiding officers from Panchayat level to the Parliament.<br />''<br />''Addressing media persons in Bengaluru today, the Speaker said that issues related to make democratic institutions more vibrant and pro-people and transact proceedings of the House with discipline and dignity will come up for discussion during the conference organised as part of the celebration of the Azadi Ka Amrit Mahotsav. It will also be the centenary year of the Presiding Officers Conference that was held for the first time in Shimla in 1921.<br />''<br />''The Presiding officers conference will also discuss the role of Speaker in cases related to anti defection laws. The Speaker said that the general opinion is that the Speaker should take up defection cases in a limited time frame and the disqualification matter should not be prolonged. A Committee report submitted in this regard will be discussed during the Conference.<br />''<br />''<span style="color: #000000;">To ensure that the democratic institutions keep an effective watch on the executive and work according to the hopes and aspirations of the people, a Standard Operating Procedure will be made available to all the democratic institutions across the country. It will be an advisory for the institutions to adopt at their level. When asked about the incidents of aspersions cast on the Speakers in different legislative Assemblies and Parliament, Mr. Om Birla said that the Speaker has to remain impartial and safeguard the interest of all the members and in the same way the members should address the Chair within the boundary of decorum and decency.</span><br />
