The Speaker of the Nepal's Parliament Mr. Subhash Nemwang has indicated that the pre-budget discussions for the next financial year will not be possible due to delay in summoning of the budget session, following the prevailing political uncertainty. Talking to newsmen in Kathmandu today, Mr. Nemwang expressed serious concern over the delay in holding budget session stating that parliamentary regulations is being breached for the third consecutive year.According to the parliamentary procedure, budget session will have to be summoned at least three weeks before the actual presentation of the budget to allow lawmakers to voice their opinion on government's policies and programmes. However, in the last two years, the budget was passed without discussion due to political stalemate and lack of consensus among the parties. The scenario will most likely be repeated this year too as major political parties are yet to arrive on a consensus on the three-point agreement reached on May 28.
