Sri Lanka's election commission has said that postponing provincial council elections scheduled for this year end, will need a referendum. Chief election commissioner Mahendra Desapriya told a English daily in Colombo that government can only postpone the elections after getting a majority from the referendum.<br/><br/>He cautioned that authorities can find hundreds of reasons for postponing of elections but it will be an anti-democratic move. His assertion came as Sri Lankan government has approved a legislation to postpone the elections and hold polls to all provinces on a single day.<br/><br/>The bill in this regard is likely to be introduced in Parliament this week. Local body elections are already delayed in the country for more than two years and civil society activists are protesting the delay.<br/><br/>Opposition MPs led by former President Mahinda Rajapakse has maintained that government is delaying the holding of polls as it is not sure of its victory.
