PM wraps up three day visit to Russia, 6 deals inked

The Prime Minister Dr.Manmohan Singh will return from Moscow on Tuesday after his three day visit to Russia. Six agreements have been signed during Prime Minister’s visit which include crucial agreement on cooperation and use of Atomic Energy for peaceful and development purposes and three other defece pact. AIR Correspondent reports that Prime Minister Dr.Singh had also addressed India Russia CEOs Council meeting and termed it important mechanism for boosting private sector cooperation between the two countries. The scheduled closing Ceremony of the Year of India celebrations was cancelled as a mark of respect for the victims of fire tragedy in Russian city Perm. In the last leg of the visit, Prime Minister Dr. Singh will interact with prominent intellectuals and scholars from Russia before his departure for India.<br/><br/>India has expressed confidence that the agreement with Russia on a 10-year military and technical cooperation from 2011 would help enhance the operational capability of its defence forces in the next decade. The agreement which was among the three defence pacts signed between India and Russia after the annual summit talks between Prime Minister Dr.Manmohan Singh and Russian President Dmitry Medvedev provides for acquisition, licensed production, upgrades and modernisation of defence equipment as well as the development of new and advanced weapon systems. This comes after India and Russia further consolidated their long-standing relationship with a civil nuclear agreement that would ensure transfer of technology and uninterrupted uranium fuel supplies to its nuclear reactors.<br/><br/>The three defence agreements include Agreement on After sale support for Arms and Military Equipment supplied by Russia to India and protocol to the agreement on cooperation in Development and Production of Military Transport Aircraft of 12 November- 2007. Moreover, Agreement on Dollar Credit line between EXIM Bank of India and Russian Bank of Development and Foreign Economic Affairs and Programme for Cultural Exchange for the period 2010-2012 and Programme on Military and Technical cooperation for the period 2011-2012 were also signed on Monday.<br/><br/>Wrapping up the Prime Minister's talks with the Russian leadership Foreign Secretary Nirupama Rao told newsmen that the agreement will also facilitate capacity development of the Indian Defence Industry. Mrs. Rao noted that Indian and Russian leaders have focused on priority areas of bilateral partnership and how the two countries intend to take this forward through intensive efforts in the coming months ahead. In a joint declaration issued after the annual Summit level talks between Prime Minister Dr. Manmohan Singh and Russian President Medvedev, both India and Russia have stressed that the proliferation of nuclear weapons and its possible link to terrorism poses a threat to international peace and security. Both the countries also pledged to work together for global non-proliferation. Russia expressed solidarity and support to India in connection with terrorist attacks in Mumbai last year and underscored the need to bring the perpetrators of the attack to justice.<br/><br/>The Joint Declaration issued last evening also welcomes the result of the Presidential elections in Afghanistan and agreed that the people of Afghanistan and the international community face a clear and present danger from terrorist and extremist elements which must be tackled resolutely before peace and stability can be restored in the region. Both sides emphasize that the resurgence of the Al Qaeda and Taliban in Afghanistan threatens the progress made over the last few years and agree that the fight against terrorism cannot be selective, and drawing false distinctions between 'good' and 'bad' Taliban, would be counter-productive. India and Russia also emphasised the urgency of effective international action to combat climate change.<br/><br/>Both the sides affirmed their readiness to continue to work constructively for the success of the UN Conference on Climate Change in Copenhagen in accordance with the principles and provisions of the UN Framework Convention on Climate Change and the Bali Action Plan. Prime Minister Dr. Manmohan Singh’s three days visit to Russia proved most successful and very productive. Mr.Vishnu Prakash – Joint Secretary, External Affairs Ministry said that India will look forward to visit of Russian President Medvedev and Prime Minister Putin next year on the invitation of Indian Prime Minister. India and Russia emphasise the urgency of effective international action to combat climate change. Both sides also agree to enhance bilateral cooperation in the energy sector, including joint projects by Indian and Russian hydrocarbon companies. While promoting bilateral energy cooperation efforts, the Sides also support the modernization of the architecture of the global energy market.
