Voicing deep concern over the danger of nuclear explosives, and technology getting into the hands of non-state actors, the Prime Minister Dr Manmohan Singh said that national responsibility for ensuring nuclear security must be accompanied by responsible behaviour by states. He said that other wise it remains an empty slogan . He was making an intervention in the plenary session of the nuclear security summit which is going on in Washington . The Prime Minister regretted that global non-proliferation regime has failed to prevent nuclear proliferation and clandestine proliferation networks have flourished .He said that this has led to insecurity for all especially for India and called for zero tolerance for individuals and groups which engage in illegal trafficking in nuclear items. He said that there is need to learn from past mistakes and put in place effective measures to prevent their recurrence. Dr Singh said that for global non proliferation to be successful , global non-proliferation should be universal, comprehensive and non-discriminatory and linked to the goal of complete nuclear disarmament. The Prime Minister also announced the decision to set up a global Centre for Nuclear Energy Partnership in India . The state of the art facility is visualized to be based on international participation from the IAEA and other interested foreign partners. The Centre will consist of four Schools dealing with Advanced Nuclear Energy System Studies, Nuclear Security, Radiation Safety, and the application of Radioisotopes and Radiation Technology in the areas of healthcare, agriculture and food. The Centre will conduct research and development of design systems that are intrinsically safe, secure, proliferation resistant and sustainable. The Prime Minister said that India would welcome , the IAEA and the world to make this Centre’s work a success. <br/>President Obama set the tone of the plenary session of the nuclear security summit by highlighting the real danger of the Al-Qaida like groups acquiring material nuclear weapon that posed the the gravest of threats to the world security . And the Prime Minister Dr man Mohan not only spoke in same voice and sentiment on the issue that confronts the world today but vowed to work along IAEA and other UN partners in this global initiative to combat nuclear terrorism . It is significant that India which first raised its voice in 2002 by piloting a resolution on the dangers the world faced on nukes getting into the hands of terror groups is now being echoed across the world the leaders have gathered here in large numbers to pledge themselves to take effective actions to ensure that nuclear material are made fully secure in four years time and that groups like Al Quaide are never ever able to succeed in their evil designs.
