PM urges political opinion in J&K to come forward for dialogue

Reaching out to the people of Jammu and Kashmir, the Prime Minister Dr. Manmohan Singh has said that addressing the alienation and emotional needs is the key to a political solution to the state. In his opening remarks to the all party delegation meet on Kashmir in New Delhi yesterday, Dr. Manmohan Singh said that this can be achieved only through sustained internal and external dialogue. He asserted that government is ready to discuss all issues within the bounds of democratic process and framework and urged all shades of political opinion to come forward for talks in a spirit of conciliation and dialogue. Making an impassioned plea to make a new beginning, the Prime Minister said, the state is only now emerging from the two decades of insurgency. He urged all political parties to build a consensus on a practical and realizable vision of the future of Jammu and Kashmir. He said, nothing will give him greater satisfaction than to see a permanent and just settlement of outstanding issues that protects the honour of all sections of people in the state. The Prime Minister said, majority of the people in the state are in favour of a peaceful resolution of all issues and that is why it is all the more important to ensure that the cycle of violence ends. He said, the government is aware of public sentiment on the issue of Armed Forces Special Powers Act and made it clear that ultimately Jammu and Kashmir Police has to take on the burden of law and order and Centre will provide all help to the state policeExpressing sympathy with those who lost their lives in the recent violence, Dr. Manmohan Singh appealed to the youth to allow peace to prevail and go back to their classes. Spelling out the measures taken by the government, to address the aspiration of the people, the Prime Minister said that the line of control and border at various places has been opened to allow people in two parts of Kashmir to have greater interaction and trade besides holding talks in the round tables.Urging people of the state to give peace a chance, he said a lot of hard work is needed to rebuild the state and its institutions. Dr Singh said there is need to promote economic activity and create employment opportunities. He also called for building physical and human resource infrastructure. He however made it clear that this can gather momentum only if peace prevails.Dr. Manmohan Singh announced the setting up of a committee to increase employability in the state. The panel to be headed by Dr C Rangarajan will interact with the National Skill Development Mission and submit its report within three months. Dr. Singh said, Jammu and Kashmir Police and other security forces are performing an extremely challenging task in difficult circumstances and urged the state government to take action to protect policemen and their families.Leaders of various political parties including the National Conference, Congress are participated in the meeting.Home Minister P. Chidambaram, Finance Minister Pranab Mukherjee and National Security Adviser Shivshankar Menon also attended the meet.At the beginning of the meeting one minute silence was observed as a mark of respect for those who lost their lives in Kashmir violence and Ladakh cloudburst tragedy.
