The Prime Minister Dr. Manmohan Singh today urged the States and the Centre to jointly launch co-ordinated efforts to fight the security threats. Addressing the Chief Ministers' conference on internal security in New Delhi this morning he said, the level of violence has gone down in Jammu and Kashmir in the last two years but expressed concern at the growing incidents of infiltration bids from across the border and line of control in the State since early this year. <br/><br/> Referring to the left wing extremism in several States, the Prime Minister cautioned all efforts should be made to ensure that the people are not alienated and the socio-economic development of Backward areas takes place benefiting the tribal communities by improving service delivery. Dr. Singh said that fake currency notes are being printed and smuggled into the country from across the border and this poses serious problem to the country' economy. Giving the details of the step taken by the Centre to improve internal security in the country, Dr. Manmohan Singh said, the multi-agency centre is now functioning effectively and expressed hope that this will help in effectively tackling terrorism posing threat to the unity and integrity of the country. The Prime Minister spoke at length on the police reforms and recruitment in the states and urged them to take measures to fill in the vacant posts besides, providing them better training facilities and infrastructural facilities. <br/><br/>In his opening remarks, the Home Minister Mr. P. Chidambram identified terrorism, Naxal violence and communal discord as the main challenges on the internal security front. He asserted that the Dark Forces of Terrorism, who want forcible annexation of Kashmir will not be allowed to succeed in their design and they will be defeated decisively. The Home Minister, devoted a large chunk of his speech to the police reforms to be carried out by the States and expressed concern that the progress on the front has been tardy. He asked the State Government to allocate enough budget for recruitment and training of police forces with a focus on specialised branches. Mr. Chidambaram said that the multi-agencies centre is already connected with the States and a new hardware is being installed for seamless, secure and round the clock connectivity. He said, coastal security is being given enough attention after the Mumbai terror attack. Our Correspondent reports that the State Chief Ministers and their representatives participating in the conference gave resume of the steps taken by them in dealing with the internal security threats. The Gujarat Chief Minister, Mr. Narendra Modi said that the laws dealing with internal security issues should have enough teeth to deal with the offenders.<br/>
