Addressing the SAARC Summit, Dr Man Mohan Singh said, though the grouping has created institutions for regional cooperation, they have not been empowered adequately to make them more pro-active. He said, regional cooperation should enable freer movement of people, goods, services and ideas and help the member states to rediscover the shared heritage and build common future.<br/><br/>Dr Singh cautioned that unless the SAARC influences the global discourse on issues of concern, it runs the risk of marginalization and stagnation.<br/><br/>In his address, Pakistan Prime Minister Yousaf Raza Gilani said, terrorism has affected the region and impacted each one of the members.<br/><br/>Calling for a collective fight against the menace, he said, this toxic brew, under the garb of diverse ideologies and diverse agendas, has taken deep roots. Mr Gilani expressed hope that the forthcoming Meeting of the SAARC Interior Ministers in Islamabad would help strengthen cooperation in this vital area.<br/><br/>In a hard-hitting speech, Afghan President Hamid Karzai said terrorism cannot be eliminated until all SAARC members without exception or reservation commit not to allow their territories to be used directly or indirectly to shelter, arm or train terrorist groups.<br/><br/>In unusual remarks, Maldivian President Mohammad Nasheed talked about the relations between India and<br/><br/>Pakistan, saying he hoped that tomorrow's meeting between the Prime Ministers of the two nations will lead to resolution of their differences.<br/><br/>Kicking off the two-day SAARC Summit, Bhutanese Prime Minister Jigmi Thinley said no cause can be enhanced or served through acts of terror and those responsible for such heinous crimes must know that they would be brought to justice.<br/><br/>The leaders noted that the SAARC countries have finalised a Regional Convention on Environment and made a strong pitch for having a joint position for the bloc at the climate talks in Cancun, Mexico, in December.
