PM says CVC appointment was error of Judgement

The Prime Minister on Tuesday owned accountability and responsibility for the error of judgement in appointment of P J Thomas as CVC. Dr. Manmohan Singh told the Rajya Sabha that he was not aware of a charge sheet against Thomas till the meeting of selection committee on September 3rd last year. He said , he gave his approval as he believed vigilance clearance would have been obtained as Thomas had earlier served as Kerala Chief Secretary and Secretary in the Central government. Dr. Singh, had already made a statement on the CVC issue in the Lok Sabha on Monday .Responding to clarifications sought by Leader of the Opposition Arun Jaitley and Left members after his suo motu statement, Dr. Singh said, he became aware of this case only when the Leader of the Opposition in the Lok Sabha,Sushma Swaraj raised the issue in the meeting itself. Pointing out that the notes for such committees are prepared under the guidance of Minister of State incharge of the DoPT, the Prime Minister said,the note prepared by the DoPT did not contain this information about charge sheet. Dr. Manmohan Singh said the government accepts the Supreme Court's decision to quash the appointment of Mr. P.J. Thomas as CVC. The government will consider the guidelines given by the Court while appointing the new CVC.The Prime Minister's clarification was followed by a mild uproar by the opposition when the Chair did not permit some members to raise further queries. The Left parties staged a walk out on the ruling.Meanwhile, BJP and Left parties on Tuesday voiced dissatisfaction with Prime Minister Manmohan Singh's clarification on the appointment of CVC, demanding that his acceptance of responsibility should be taken forward by taking action against the guilty. BJP Chief spokesperson Ravi Shankar Prasad told reporters outside Parliament that accountability should be fixed in this case.CPM leader Brinda Karat also expressed dissatisfaction at the statement made by Dr. Singh. She said, the Minister of State who did not present all the facts has been promoted as Chief Minister of Maharashtra. On being asked what action should be taken, she said it is now for UPA Chairperson Sonia Gandhi and Singh to take a call on this issue.
