Prime Minister says, he is sad that Parliament is not being allowed to function. Dr. Manmohan Singh, who arrived in Berlin for summit talks with German Chancellor Angela Merkel, was talking to reporters informally on Board the flight from Brussels to the German Capital.Dr. Singh said, opposition has been demanding a Joint Parliamentary – JPC probe in to 2 G scam. But, they have been told repeatedly that the existing institutional mechanism can take care of what a JPC can do. He expressed the hope that the opposition will see the reason and allow Parliament to function. Asked whether the same situation will continue in the budget session too, he said he is worried about the future of Parliamentary system in the country. But, he expressed the hope that reason will prevail.Answering a query about undertaking a foreign tour when a lot of things are happening in the country, the Prime Minster said the dates are prefixed and these are international commitments, which have to be kept. Otherwise, no one will take India seriously. In any case, he said, not much is happening in Parliament.Co-operation in the field of high technology, trade, investment, energy and culture will be the focus of their talks. Major Regional and global issues including the situation in Afghanistan, climate change, the state of global economy and the role of G20 in the recovery process will also come up for discussion.Earlier, yesterday India and the European came up with a joint declaration in Brussel expressing their decision to fight jointly the menace of terrorism. In the declaration adopted at the 11th India-EU summit, India and the 27 country bloc condemned terrorism in all its forms and manifestations. They also denounced those who sponsor, abet and instigate terrorism and provide terrorists safe heaven. They underlined that cooperation in combating international terrorism including cross border terrorism is one of the key priorities of India-EU strategic partnership. India and the EU have also decided to redouble efforts for an early bilateral trade and investment agreement. Dr. Singh said that a balanced agreement will bring enormous benefits to both the sides and the interests of small farmers and shopkeepers in India will be protected.
