Union Minister M Venkaiah Naidu today said Prime Minister Narendra Modi in consultation with Defence Minister Arun Jaitley will bring out an action plan to counter atrocities by Pakistan that led to mutilation of two Indian soldiers on the Line of Control. <br/><br/>Speaking to reporters on the side-lines of a review meeting of the Urban Development Ministry in Bengaluru today, he said that it had been proved beyond doubt that Pakistan was a 'rouge State'.<br/><br/>He assured that India will take an appropriate action and security of the country will be taken care of.
