The Prime minister has cautioned that though the internal security situation in the country remains stable, left wing extremism, cross border terrorism, religious fundamentalism and ethnic violence remains the greatest challenge before the security forces and the society. Dr. Manmohan Singh also emphasized the need for a greater coordination of responses and resources between the central and state forces to combat the menace.Dr. Singh reiterated that there can be no let up in efforts to combat terrorism and communal violence in the country. Inaugurating the Chief Ministers' Conference on internal security in New Delhi on Tuesday, he also mooted a new strategy on community policing to bridge the trust gap between police and citizens.Expressing concern over the increased number of casualties among civilians due to left wing extremism, he said Chhattisgarh, Bihar, West Bengal and Jharkhand continue to be a cause for concern in view of the level of violence. He called the problems in Orissa and Maharashtra quite serious. The Prime Minister said that for local development in the Left Wing Extremism affected areas, the Government has recently approved an Integrated Action Plan for 60 selected tribal and backward districts.Expressing satisfaction over a steep fall in the number of terror attacks, with only two incidents at Pune and Varanasi, Dr. Singh emphasized importance of being constantly vigilant.On security situation in the North-Eastern states of the country, the Prime Minister reiterated the commitment of the government for dialogue with one and all if the outfits abjure violence.Regretting the death of young people in Jammu and Kashmir in the recent agitation, the Prime Minister opined the form of agitation generated a vicious cycle of violence.On securing the borders, Dr. Singh said that the work on the integrated Check Posts at Attari, Raxaul and Jogbani is progressing well. The coastal security initiative gathered good momentum in 2010 with 71 out of 73 coastal police stations being made operational. He said a total of 183 interceptor boats have been delivered. Substantial funds have also been given to Arunachal Pradesh for development of border areas.Addressing the inaugural function, the Home Minister Mr. P. Chidambaram said there is significant improvement in the situation in Jammu and Kashmir in recent months. He asserted that the north east witnessed a dramatic change in last year with lowest level of violence in many years.
