<br/>The Prime Minister has asked the Centre and the States to give top priority to the implementation of infrastructure development and setting targets for the same. Opening a day-long conference in New Delhi today on the Challenges and Opportunities of Building Infrastructure, Dr. Manmohan Singh said that the Planning Commission has been asked to come up with agreed targets for each of the infrastructure ministries. The Prime Minister also asked the States to adopt tight monitoring of the implementation of infrastructure development to achieve the best possible outcome in the remaining two years of the 11th Plan.<br/><br/> Emphasising the need for effective private sector participation in infrastructure, Dr. Singh said that this would require large mobilization of resources through financial institutions. He also called for an action plan for achieving the investment to the tune of one thousand billion dollars for infrastructure development in the 12th Plan period. The Prime Minister said that for truly inclusive growth, the infrastructure needs to be developed in all areas. He said, the government has developed a robust framework for public-private participation in the area of infrastructure development.<br/><br/> Exuding confidence that the 10 per cent growth rate is not impossible to achieve, Dr. Singh said that an 8.5 per cent growth in 2010-11 and 9 per cent growth is expected in 2011-12. The Prime Minister said that to eliminate poverty and provide productive employment for the country's young population, there is a need to speed up the pace of growth to 10 per cent and this is the growth target that the country should be working towards in the 12th Plan period. AIR Correspondent says that the Prime Minister will be focusing on infrastructure development and what is required in the coming years at the meeting of the full Planning Commission to be held in New Delhi this evening. The meeting will be discussing the mid-term appraisal of the 11th Plan.
