Patil committee comes down heavily on ‘First-Come- First-Serve’ spectrum policy

The one-man committee under Justice Shivraj Patil has come down heavily on the controversial First-Come, First-Serve policy in entertaining applications and has sought complete transparency in spectrum allocation. The committee set up to look into the spectrum allocation from 2001 to 2009 said that there is a need for a comprehensive legislation for the telecom sector. In the 143 page report Justice Patil has said that the new legislation should have objectives relating to spectrum management including setting up of an independent level spectrum authority, promoting competition and maximising release of spectrum to society. The report says that the procedures adopted for granting of license must be in tune with the requirements of law, statutory norms and prevailing policies of the government.
