In the two-day 15th All India Whips’ Conference deliberations and discussions are in progress at Chandigarh to form recommendations for whips. Recommendations will be released in the evening today in the valedictory session of the conference. A review report of the implementation of the recommendations of the 14th conference is also being done by the attending delegates.<br/><br/>The Conference, in which 102 delegates including Ministers, Chief Whips and Whips are participating, was inaugurated by Governor of Punjab and Administrator of UT Chandigarh Shri Shivraj V. Patil yesterday.<br/><br/>Participating in the discussions delegates highlighted the significant role played by the Whips in smooth functioning of the legislatures. A consensus among the whips was there that apart from the traditional function of securing the attendance of Members, whips perform diverse functions which keep changing and growing. Whips felt that duties of Government Chief Whip are more onerous than those of his counterparts as he has to manage Government Business as well as serve as a link between Members, Leader of the House and the Leader of the Opposition.<br/>
