Describing the debate on holding Lok Sabha and Assembly polls together a healthy sign for democracy,&nbsp;&nbsp;Mr. Modi said, it is an appropriate tribute to former premier Atal Bihari Vajpayee who changed the country's political culture. He said, efforts were afoot and discussions being held about simultaneously holding Lok Sabha and assembly polls. In the 47th edition of Mann Ki Baat programme on All India Radio today, the Prime Minister added that the government and the opposition are putting forth their view points which is a good development and a healthy sign for democracy.''&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In his address, Mr Modi also&nbsp;expressed happiness that the recently concluded monsoon session of Parliament was very productive. He pointed out that productivity of Lok Sabha was 118 percent and that of Rajya Sabha was 74 percent.&nbsp;&nbsp;21 Bills were passed in Lok Sabha and fourteen in Rajya Sabha. He added that this session will be remembered as a session for social justice and youth welfare. He further said that a number of important bills&nbsp;&nbsp;including one to grant constitutional status to the National Commission for Backward Classes&nbsp;were passed during the Monsoon session. Mr. Modi said, an amendment bill to secure the rights of scheduled castes and scheduled tribes was also passed which will give more security to the interests of these communities.''&nbsp;
