A parliamentary panel has strongly recommended for setting up of Ethics Commission at the Centre and in States to look into the issues of corruption and malpractices by All India Service Officers. Chairperson of Committee on Estimates Dr Murli Manohar Joshi tabled its report in Parliament yesterday. <br/><br/>In its report, the Committee noted the degradation of value system and corruption at the higher levels of bureaucracy. The Committee also noted that there are provisions in the service rules, but their implementation is the cause of concern. <br/><br/>Experts who deposed before the Committee were of the view that there are too many rules which have again several provisions which make the implementation difficult. Also, the officers of Department of Personnel and Training are too busy to look into the issue of ethics for the officers. The experts suggested a code of ethics for officers and setting up of Ethics Commission one each at the Central and State level.
