A Parliamentary Committee has called for bringing a holistic legislation encompassing the appointment process for judges to ensure judicial accountability for improved administration of justice.The Standing Committee on Personnel, Public Grievances, Law and Justice opined that the issue of judges' appointment needs to be addressed comprehensively through separately at the earliest. The Committee recommended for a broad based and independent National Judicial Oversight Committee. It also insisted that the executive, judiciary and legislature have to be represented in the committee.The Committee presented its 47th report on the Judicial Standards and Accountability Bill 2010 to Parliament today. The Bill seeks to lay down judicial standards and provide for accountability of Judges and establish credible and expedient mechanism for investigating into individual complaints for misbehaviour or incapacity of a judge of the Supreme Court or of a High Court. It also seeks to regulate the procedure for such investigation.At a press briefing in New Delhi, the Chairman of the Committee, Mr. Abhishekh Singvi highlighted some of the important recommendations.
