President Pranab Mukherjee said, Parliament should function through three D's – debate, dissent and decision and not disruption. Addressing a function in Kolkata yesterday, Mr. Mukherjee said, parliamentary proceedings should not be disrupted by creating ruckus. His comments gain significance in view of disruption of Parliamentary proceedings over some time on several issues.<br/>Speaking on India reaching an agreement with Japan on civil nuclear cooperation, the President expressed happiness. He said, India has earlier signed civil nuclear cooperation agreement with countries like USA, Russia and others which was initiated by him in 2008 during his tenure as External Affairs Minister.<br/>He also recalled the contribution and farsightedness of former prime minister Jawaharlal Nehru in initiating nuclear power in the country. He said, the first prime minister of the country had got Homi Jehangir Bhabha to establish the Atomic Energy Commission way back in 1948.
